Program point
The program is aimed at creation of effective mechanisms of social partnership between non-commercial organizations and regional agencies of the state authority in area of social adaptation of people with heavy health disorders for making possible of their full integration into the society; and rendering services of personal helper for 150 people with heavy health disorders.
Goals

On the basis of study of modern European experience and the best practices to develop innovative regional model of organization of network service of personal helpers to people with disabilities with inborn or acquired physical deficiencies, cognitive or sensor disorders;

Prepare specialists for work with people with disabilities of various categories in the capacity of personal helpers;

Test the developed model jointly with social protection bodies of the City of Moscow, bureau of medical and social expert evaluation by rendering services of personal helper to disabled people-Muscovites;

Prepare guidelines on introduction of personal helper institute into operation of bodies of social protection of population of the City of Moscow and other entities of the Russian Federation;

Conduct wide public information and explanatory campaign with participation of people with disabilities on results of the project implementation with the purpose of informing about their problems as well as need for creation of equal opportunities for their full-fledged activity.
Target audiences

Persons with disabilities at the age of up to 35 years (including disabled children).

Employees of NCO.

Specialists of bodies of social protection of population and other governmental bodies involved in work with persons with disabilities.

Family members of people with disabilities and persons representing their interests.

Results
As a result of the program realization it is supposed to build a networking system of personal helpers’ services, to create an absolutely new national instrument of inclusion of people with disabilities into public life, while implementing an innovative approach of state social order on conditions of private-state partnership.
The program is extremely urgent since it is conditioned by its consistency and innovative character and it is intended for development of universal model for satisfying personal needs of people with disabilities for rehabilitation.
